Like all communities, Springfield has properties that are abandoned, under-used or blighted. These properties, or Brownfields, are everywhere, in both urban and rural areas. A brownfield property can be:
- a former lumberyard
- a former service station
- a feed mill abandoned in the 1950s
- a vacant city lot where a factory burned down years ago.
The City of Springfield's Brownfields Program works to assess, clean up, and facilitate the redevelopment / reuse of potentially contaminated properties known as "brownfields" within the city of Springfield. The program works in cooperation with Region 7 of the United States Environmental Protection Agency (EPA) and the State of Missouri Department of Natural Resources. The program provides incentives for qualifying properties, including free Phase I and Phase II environmental assessments, cleanup planning, technical assistance, and low-to-no interest loans and subgrants for site remediation.

In preparation for new retail and loft apartments, the Brownfields Program has provided Revolving Loan Fund financing assistance for the remediation of asbestos containing materials and lead-based paint. The building was originally constructed in 1911.
The property is enrolled in the State of Missouri Voluntary Cleanup Program and all remedial
activities are overseen by City staff and a qualified environmental consultant, Seagull Environmental, and in accordance with EPA Brownfields Grant requirements.

This full-service climbing and yoga facility property is currently enrolled in the Missouri Department of Natural Resources Brownfields/Voluntary Cleanup Program to address reported environmental conditions.

Schematic Design Review Package
O’Reilly Hospitality is transforming the historic Medical Arts Building at 430 South Avenue in Downtown Springfield into a boutique hotel following early assistance under the Brownfields Program. An Analysis of Brownfields Cleanup Alternatives (ABCA) with cost estimates provided pre-development strategy to address lead based paint and asbestos containing materials withing the eight story property. In addition, a Remedial Action Plan was developed under the program and approved by the State of Missouri Department of Natural Resources Voluntary Cleanup Program facilitating the cleanup and redevelopment of the 51,964 square foot property. The site received certification from the State that all contaminants were properly remediated in accordance with all local, state and federal regulations.
Although a small part of the overall project, Brownfields assistance helped remove uncertainties in the pre-development phase, providing a strategy for adaptive reuse that is protective of health and the environment and instills confidence in the investors. When complete, the hotel with events space and restaurants will bring thousands of visitors each year to downtown and will create over 30 new jobs.
