Update: Bobbie Carter and Irwin Rogers were located by deputies of the Wichita Falls Sheriff's Department today. SPD's missing person case has concluded now that Bobbie has been located and is considered an adult in the state of Missouri. Any information regarding any future charges that could result from the investigation that occurred in Texas should be directed to the Wichita Falls Sheriff's Department.
Original news release: The Springfield Police Department is investigating a report of a missing and endangered person. Bobbie L. Carter was 16 when she voluntarily left her home in Springfield on Feb. 13, 2016. Additional details that have developed during the investigation have led the SPD to ask for public assistance in this search.
The investigation has revealed that Carter’s grandmother picked her up and took her to Texas without notifying a parent, and it is believed that Carter is now with her great uncle, Irwin G. Rogers, who is a registered sex offender for the sexual assault of a child who resides in Wichita Falls, Tex. The Wichita Falls Sheriff’s Department has also been unable to locate Rogers or Carter.
Carter, now 17, is approximately 5 feet 5 inches, 155 pounds, with sandy blonde hair and hazel eyes. Rogers, 63, is approximately 5 feet 6 inches, 123 pounds, with brown hair and blue eyes. He may be driving a red 1994 Nissan pickup with Texas plates bearing the number, T4A3DV.
Anyone with information related to Carter’s whereabouts should immediately call 911 to contact the nearest law enforcement agency, or call the Springfield Police Department at 417-864-1810.
