Springfield Environmental Services is soliciting bids from qualified contractors for the Sanitary Sewer Overflow Control Program, Group 7 Public Sewer Rehabilitation Project – Open Cut Repairs contract through 10 a.m. on Tuesday, Nov. 1.
This is a 3-year contract that is expected to begin construction in early February of 2023. Previous bids of this work resulted in contracts ranging from $4 - $5 million in value.
All bids must be in accordance with the bidding documents on file with the Department of Environmental Services. Project specifications may be viewed at 755 N. Franklin Avenue. Specifications, including location maps, are also available at Springfield Blue Print (219 E. Pershing Ave.) or online at www.spfdblue.com.
Contractors interested in submitting a bid must attend a mandatory pre-bid conference at 9 a.m., Tuesday, Oct. 25 at the Sewer Maintenance Building “G” (1216 W. Nichols St.).

Background:
The City of Springfield entered into an Amended Consent Judgment (ACJ) with the Missouri Department of Natural Resources (MDNR) in May of 2012 in accordance with the Clean Water Act. According to the ACJ, the City began implementing a city-wide Overflow Control Plan (OCP) to reduce sanitary sewer overflows. The OCP includes both a public sewer rehabilitation program as well as a private sewer rehabilitation program to help reduce sanitary sewer overflows. The public sewer rehabilitation projects are known as “group” projects. The City has implemented groups one through six of the public sewer rehabilitation program outlined in the OCP and is ready for group seven.
Group seven projects will require contracting for different types of public sanitary sewer rehabilitation including:
- Cleaning, Closed Circuit Television (CCTV) and Cured in Place Pipe lining (CIPP) of sewer mains.
- Open-cut repair and/or rehabilitation of defects found in sewer mains and lateral connections
- Trenchless repair and/or rehabilitation of defects found in lateral connections
- Manhole rehabilitation
- Grouting sewer main joints, manholes and later connections
- Pipe bursting
