We rely on our numerous rescue partners to decide which animals are going to make the best pets for people. Once they pull animals from our shelter, they quarantine them for at least two weeks to make sure they are healthy. Spay/neuter procedures will also take place while the animal is in care of the rescue, along with many other standard health tests for conditions such as heartworm or feline leukemia. By adopting out animals in this manner, we see less than 1% of animals return to the shelter.

The Citizens' Tax Oversight Committee was formed at the suggestion of a citizen in January 2010. The original purpose of the Committee was to provide oversight of the 3/4-cent Pension Sales Tax to ensure that 100% of the revenues received by the city from this tax are deposited into the city’s Police / Fire Pension Fund as promised. The scope of the committee was later expanded to include oversight of the Level Property Tax, the most recent 1/2-cent Transportation Sales Tax and the 1/4-cent Sales Tax for Capital Improvements.
At each quarterly meeting, the City's Finance Department staff presents reports on the Police/Fire Pension Sales Tax, the Hotel/Motel Tax, the Level Property Tax and the 1/4-cent Capital Improvements Sales Tax and the 1/8-cent Transportation Sales Tax. The quarterly reports show the revenue collected for each tax and the status of the projects funded by the tax. The base sales tax rate is 8.1%. This includes state sales tax of 4.225%, the city sales tax of 2.125% and the county sales tax rate of 1.75%. The city sales tax rate of 2.125% includes a 1-cent General Sales Tax, 1/4-cent sales tax for capital improvements, 1/8-cent Transportation Sales Tax, and 3/4-cent Pension Sales Tax. In parts of the city there are special taxing districts such as Community Improvement Districts and Transportation Sales Tax Districts. In these special taxing districts, the sales tax rate will be higher.
The 1-cent General Sales Tax is permanent. All of the other City Sales Taxes expire or sunset. The 1/4-cent Sales Tax for Capital Improvements sunsets on Sept. 30, 2039, the 1/8-cent Transportation Sales Tax sunsets on March 31, 2041 and the 3/4-cent Pension Sales Tax sunsets on March 31, 2025.

The City of Springfield will have three measures on the April 4 municipal ballot. The first measure will ask Springfield voters whether to repeal the existing 5% tourist lodging tax and replace it with a licensing tax at the same 5% rate for hotels, motels and tourist courts and add short-term rentals (Airbnbs, Vrbos). The other two measures are amendments to Springfield’s City Charter.
Removing the sunset and modifying the tax structure would increase funding for sports and arts and cultural tourism that attract overnight travelers and continue the funding into the future. The demand and use of short-term rentals has rapidly increased in popularity and directly competes with hotels which currently collect and pay the lodging tax. This change would be applied to all transient guests, including hotel/motel/tourist courts/short-term rentals.
What is proposed is to replace/consolidated the current three-tier 5% licensing tax collected from hotels, motels and tourist courts, removing the sunset on one portion (2.5%) of the tax. The proposed replacement tax would continue at the same 5% rate, but also be collected from short-term rentals (Airbnb, VRBOs, etc.).

In 1979, the City of Springfield, Missouri enacted in Chapter 20 of the Springfield City Code, a section imposing a tax on “every person engaged in the business of renting, leasing, or letting living quarters, sleeping accommodations, rooms or a part thereof, in connection with any hotel, motel or tourist court”. The taxpayer under this original lodging tax was required to remit to the City a license tax equal to “2% of the gross rental receipts derived from or paid by transient guests for sleeping accommodations,” with a minimum license tax of five dollars per quarter-annual license.
In 1998, the voters of the City approved a ballot measure to increase the lodging tax using the following language: Shall the City of Springfield increase the tax paid by guests using hotels, motels, and tourist courts for sleeping accommodations from two (2) percent to four and one-half (4 ½) percent to promote recreation, education, tourism and the local economy in order to carry out the recommendations of the Vision 20/20 Citizen’s Committee and the Commission on Travel and Tourism by developing Civic Park, constructing an indoor ice facility and making capital grants available for projects to assist not-for-profit organizations who promote these activities such as the Discovery Center, the Gillioz and the Landers Theaters, Dickerson Park Zoo and the American National Fish and Wildlife Living Museum and Aquarium with the tax increase to end with the last debt service payment?
A short-term rental is the rental of a furnished living space with fewer than nine bedrooms available for short periods of time, from a few days up to thirty days. Short-term rentals are also commonly known as vacation rentals and are considered an alternative to a hotel.
Short-term rentals are taxed and licensed just like hotels/motels and motor courts, in many other cities.
Currently, 2.5% of the tax is scheduled to sunset when the last debt service payment of the Jordan Valley Ice Park has been paid (projected to be in 2028). If passed, this initiative would eliminate the sunset completely.
Springfield’s City Charter serves as Springfield’s constitution. It was adopted in 1953. Any amendments to the charter require a vote of the people it serves.
Proposed changes include language related to human resources and hiring and reducing the time required for contract approval.
This ballot measure proposes an amendment to section 2.16 of the City Charter, pertaining to contracts and bidding and would allow the City Council to approve acceptance of a bid and entry into a contract with the successful bidder in a singular City Council meeting.
Passage of this amendment would reduce the time to award bids and contracts by at least two weeks, which may increase the number of bidders
This amendment would in no way change adopted bidding requirements. If approved, this Charter change would go into effect upon passage.
Reducing the approval time improves the City’s ability to fit a project into the construction season. With the complexity of Public Works projects (right of way acquisition, utility conflicts, federal approvals, etc.), it can be difficult to start the project as early in the construction season as possible. Some items such as asphalt paving, come late in the project and cannot occur once the weather gets too cold. In those cases, finishing the projects may be delayed until the following spring. Avoiding the delay can potentially reduce costs.
Decreasing the approval time could attract more bidders with the current challenges with the supply chain. Once the contractor submits a bid, they are at risk to changes in pricing for the materials needed for a project. Shortening the approval time may reduce the risk of commodity prices going up and make it more attractive to bid a project.
Several wording updates are proposed throughout the Charter, such as replacing the word “Personnel” with “Human Resources.”
Additional proposed edits would allow the City to provide a reasonable hiring preference to all honorably discharged veterans who served active duty.
Also, updated language would delegate authority to the Human Resources director to remove certain categories of employees, revising the description of “classified employees.”
The ballot measure also addresses protocols for former employees requesting reinstatement to their former position and provides a possible option for the director of Human Resources to waive the testing requirement when they seek reinstatement in less than one year.
Several of the proposed changes in this section are considered “housekeeping” items to update the Charter language. Additional changes would add definition, provide flexibility and in general adjust hiring and employment processes.

Engines carry enough self-contained breathing apparatus (SCBA) units for each crew member, hand tools for forcible entry, rescue and ventilation tools and emergency medical car equipment, including an automated external defibrillator (AED).
The crew of an engine company consist of a company officer (captain), apparatus driver (equipment operator) and one to two firefighters. At a fire, the main function of an engine company is to extinguish the fire as quickly as possible utilizing water streams generated from the fire pump on the engine.
Engine companies also respond to medical emergencies, which make up a majority of our calls.
Ladder trucks or truck companies are strategically positioned around the city to respond to fire calls, motor vehicle accidents, medical emergencies and service calls. These large trucks consist of a hydraulically operated aerial device, usually 100 feet in length, many with platforms for safety, fire suppression and rescue operations. These platforms can hold up to 4 people. A truck can be utilized to reach up to six to eight stories of high-rise buildings. Trucks can also be utilized to deliver master water streams on a fire of up to 1,500 gallons per minute.
Trucks carry a wide assortment of equipment including a full compliment of hand-raised ground ladders, ranging from 10 to 35 feet in length. Several power saws are carried for forcing entry and ventilation. Trucks carry salvage covers that are used to cover undamaged furniture and fixtures during firefighting operations. Additionally, trucks carry hydraulic extrication equipment, commonly referred to as the "Jaws of Life", which can be sued to extricate victims trapped in vehicle accidents or collapse situations. Engines carry enough self-contained breathing apparatus (SCBA) units for each crew member, emergency medical car equipment, including an automated external defibrillator (AED).
Currently, engine companies are housed at Fire Stations #1, 2, 4, 5, 7, 8, 9, 10, 11 and 12.
The crew of a truck consists of a company officer (captain), apparatus driver (equipment operator) and one to two firefighters. At a fire scene, truck companies perform a multitude of duties including forcible entry, search and rescue, ventilation, salvage and overhaul, master water stream operations and with its aerial ladder, the truck provides access to upper floors of a structure. At some fires, it may be necessary for a truck to perform all of these duties, while at others, only some of them.
Currently, truck companies are housed at Fire Stations #2, 3, 6, and 10.
The Springfield Fire Department also operates two rescue units, based at Fire Stations #1 and #8. The truck contains hydraulic extrication equipment, power saws, hand tools utilized for forcing entry and rescue. Rescue trucks contains self-contained breathing apparatus (SCBA) for each rescue specialist assigned to the units. In addition, they contain ropes and harness equipment for high-angle rescue, salvage equipment, emergency medical equipment, and an automated external defibrillator (AED). Rescue 1 also has a water pump, a full load of fire hose and a water tank for fire fighting capabilities.
Typically, the rescue specialists are responsible for the removal of victims from areas of danger or entrapment.

Permits must be obtained to perform excavations in the City's rights-of-way. Typically used for utility connections and stormwater system work. Requires proof a current excavation bond on file. An excavation permit may be obtained after plans are approved and prior to tying the proposed storm sewer into the existing public storm sewer system. Projects funded and managed by private individuals or developers. Projects submitted by private developers for streets, sidewalks*, storm sewer and sanitary sewer public improvement are assessed an engineering, inspection and technology fee. The fee is 5.34% of the project cost. Privately funded improvements do not have to be publically advertised. These fees are collected after the plans and construction bid have been approved. Additional fees can be incurred depending upon geographic location such as Trunkline Connection fees and Sewer Lift Station fees. Once the projects are constructed, inspected, completed and accepted, the city takes over maintenance of the infrastructure. Facts indicate otherwise. Research conducted throughout the country over several decades has shown that drivers are influenced by the type of street and current traffic conditions, and not the posted speed limit.When a speed limit sign is not posted, the City of Springfield basic speed law still applies. A person may assume the speed limit is 25 mph, but drive at a speed that is reasonable and prudent under existing conditions. In every event, speed must be so controlled as to avoid colliding with any object, person, or vehicle on the highway. It is the duty of ALL persons to exercise reasonable care for the protection of others.
Under Springfield law, the speed limit is 25 mph unless otherwise posted. Speed Limits higher than 25 mph are established on the basis of traffic engineering studies. These studies include roadway conditions, accident records and the prevailing speed of prudent drivers. If an unreasonably low speed is posted, most drivers will ignore the signs, while a few may try to stay within the posted speed limit. This causes real safety concerns because of the difference between faster and slower drivers.Some lower speed limits have been established in certain districts throughout Springfield.
Lowering Speed Limits unnecessarily can have two adverse effects. They make violators out of reasonable and otherwise law abiding citizens.But most importantly, police enforcement is diminished, which plays a vital role in controlling speed. Unrealistic speed limits create a difficult situation for the police and the community, and citations are not upheld in court.
The Manual on Uniform Traffic Control Devices suggests that signals should not be installed under the premise of reducing collisions, unless five or more right-angle type occur per year. Studies indicate that an increase in total collisions should be expected at intersections having fewer than five right angle collisions per year prior to signalization.The purpose of signals is to improve overall traffic flow. Signals can be helpful in reducing right-angle collisions under certain circumstances, but almost always result in an increase in other types of collisions such as rear-end and left turn collisions. As well, signals can also give pedestrians a false sense of security.

The City no longer installs "Children at Play" signs. Studies have found that these warning signs are not effective in reducing the number of speeding motorists. Further, there are issues associated with those signs:
1. Potential attraction of child predators
2. The signs may insinuate that it’s okay for children to play in the street. But the street is not a safe place to play.
3. If some streets had "Children at Play" signs and other street did not - does that mean there are no kids living on the streets without signs?
4. "Children at Play" signs may give children and parents a false sense of security.

A video inspection of the sanitary sewer line connected to your residence previously indicated that it needs to be rehabilitated. Reasons for rehabilitating the pipe may include:
The types of existing pipes that we usually reline in this process are vitrified clay pipe (VCP) and concrete pipes (RCP). Sewer relining is a quick and economical process in lieu of replacing pipes by open excavation. This process prevents major disruptions to properties located along the sewer line.
Residents may see activities related to the sewer lining for several weeks leading up to the actual lining. These activities may include:
On the day of the work, you will be asked to minimize water use until the installation process is complete. During the installation process, the flow of wastewater from your property will be temporarily blocked. Using excessive amounts of water during this time could cause wastewater back-up into the drains or toilets in the lower levels of your property. Once the installation process is complete, you will be advised by an on-site representative that you can resume normal water usage. Residents may also experience loud noise from the equipment, unpleasant odor from the liner and parking restrictions.
The sections of pipe are selected and scheduled so that the lining installation can be completed the same day that it is initiated. Each property should only be impacted for one day to complete the installation and lateral reinstatement phases.
Any dry or unused drains that connect to the sanitary sewer system should be regularly filled with water to prevent sewer gases from entering the residence.

The plumbing network within a house or business should have a couple of features, p-traps and venting, which work to prevent gases from the sewer or a septic system from flowing into the structure.
P-traps, the curved section of piping located under sinks and floor drains and within toilets, work to retain water in the lower bend of the trap to create a water seal between the house and the sewer. This seal prevents sewer gases from migrating into the structure.
The vent pipe works to eliminate any pressure difference between the two sides of the p-trap seal and keeps the seal in place.
These same plumbing safety features work to keep out vapors that are emitted during the CIPP curing process. Thus, it is important that property owners follow instructions provided near the time that lining takes place and ensure that any p-traps on drains or other plumbing fixtures that are seldom used have water in them sufficient to maintain the seal. If vapors enter the structure during the CIPP lining process, it is an indication there is likely a defect in the structure’s plumbing that needs to be identified and fixed.
If you are out of town during this period, make sure your water traps are full. This will help reduce potential smells from entering your home. If you detect an odor, open your windows for a few hours to dissipate the smell and contact the CIPP lining on-site representative.
Due to the nature of the work, the CIPP schedule is developed about a week prior. Crews need to clean and assess the pipes before the actual lining takes place which may result in last-minute adjustments to the schedule. All directly impacted residents will receive a door hanger or other notification approximately 24 hours prior to installation.
Styrene is a clear, colorless liquid that’s a component of materials used to make thousands of everyday products for home, school, work, and play. Styrene is used in everything from food containers and packaging materials to cars, boats, computers, and video games. Derived from petroleum and natural gas by-products, styrene helps create thousands of remarkably strong, flexible, and light-weight products. The styrene used in these products is manufactured synthetically in petrochemical plants. However, styrene also occurs naturally in the environment and is present in many common foods, such as coffee, strawberries, and cinnamon.

There have been varying reports/studies regarding the potential risks of Styrene at different concentration levels. In general, exposure to Styrene may cause nausea, eye and respiratory irritation, headache, etc. These effects usually go away with exposure to fresh air. However, exposure to excessive levels of Styrene or for long periods may result in more serious health concerns. Thus, it is important for people to take preventative action if they start to experience any of the early symptoms listed above.
To prevent Styrene gases from entering your home, pour water into your drains the night before or early morning the day the installation work is scheduled to be performed. Styrene gases do not remain in the air for long periods of time, so if Styrene gas has entered the residence, we recommend opening windows and allowing fresh air to circulate inside your home and/or leaving the residence for a few hours.
If you smell styrene in your home, this could be an indicator of a plumbing issue such as a broken or clogged pipe or a dry p-trap. If you have already taken measures to ensure that your p-traps contain water, you may want to contact a plumber to investigate any potential issues.
A sanitary or wastewater sewer system is a city-wide network of pipes and manholes used to collect the wastewater from sinks, drains, and toilets discharged from homes and businesses. This system moves that wastewater to a treatment facility where pollutants are removed before the clean water is returned to area streams.
A sanitary sewer overflow (SSO) is when sewage or a mixture of sewage and rain/groundwater escapes from the collection system, typically at manholes, before reaching the treatment facility. Most SSOs happen during periods of heavy rainfall when groundwater or other sources of additional water seep into the collection system and combine with regular wastewater flow to temporarily exceed the capacity of the sanitary sewer system. In other words, there is too much liquid flowing into the pipes in a short amount of time. Some SSOs can occur during dry weather periods. These are most often caused by a blockage in the sewer system, such as roots, "flushable" wipes, accumulated grease, vandalism or other items improperly flushed down the toilets. Removal of the blockage by City crews will restore normal operations and stop the SSO.
During heavy rain events, City crews investigate areas of the sanitary sewer collection system known to be prone to overflowing. Crews identify if and where SSOs are occurring. During dry weather, most overflows are first noticed by a member of the public, who then call the city to report the overflow. SSOs can be reported by calling (417) 864-1923 anytime day or night.
If you see a warning sign posted, please stay clear of the immediate area and avoid contact with any nearby water in nearby creeks, standing in yards, or flowing along the street. When City crews respond to an SSO, they may post warning signs near the source and perimeter of a sewer overflow. Signs to help notify the public of the risk will be posted while the SSO is being monitored and until the area is fully cleaned. After the SSO has ended and clean-up has occurred, the signs will be removed.
Clean-up can take several forms, depending on the nature of the spill. Large capacity vacuum trucks can be deployed to remove pooled wastewater or to intercept flow of wastewater before it spreads. Often, a chemical element such as hydrated lime may be applied to the area to stop bacteria from growing.
Since wastewater contains some level of fecal matter, it will have bacteria that can be harmful to human health if ingested or absorbed through sustained contact. Risks can include gastrointestinal, diarrheal, and respiratory illnesses. The level of risk is dependent on many factors, including, but not limited to, the individual’s susceptibility to the bacteria, amount of ingestion or exposure, strength composition of the discharge (whether raw sewage or combined with a significant amount of ground or rainwater), length of time since SSO has ended, and the amount of clean-up that has occurred.
If you come in contact with wastewater discharging from the sanitary sewer system, it is recommended that you wash thoroughly with soap and/or an antibacterial agent as soon as practical. If you have swallowed or otherwise ingested some amount of discharged wastewater, it is recommended you contact your primary care physician for their guidance.
The City of Springfield is continually working to maximize the capacity of the existing sanitary sewer system. This includes routine maintenance of pipes and regular removal of accumulations of roots, grease and other debris, including “flushable” wipes and other trash which are flushed or poured down drains instead of being disposed of properly. City crews also inspect the system with cameras and other technology to identify blockages, breaks and other defects which need to be repaired. Finally, some sections of piping need to be replaced or upsized through construction projects. The City has committed to investing $300 million over a 15-year period to reduce or eliminate the number and severity of SSOs.
Be mindful of what you contribute to the sanitary sewer system. Dispose of fats, oils and grease through solid waste trash services. Don’t dispose of wipes through flushing, even if they are labeled as “flushable” as most of these wipes do not disintegrate and can collect and form blockages in the sewer system. Remember the 3P’s on toileting, only Pee, Poo, and Paper should be flushed! You should dispose of anything else through your household trash service.
If you see a manhole discharging fluid, it is likely an SSO event in progress. Please call the city sewer maintenance department 24/7 at (417) 864-1923 to report the event. The sooner it is reported, the sooner the event can be resolved.

Completion of this study is a regulatory obligation of the Springfield’s Overflow Control Plan. The plan is critical to inform required spending over the next 15 years. It will allow the City to make smart investments and keep sewer rates affordable. Sewer system planning is an ongoing process that has been ongoing for many years. The City continues to invest in our wastewater collection system to meet the terms of our consent decree.
Whether turning on the tap or flushing the toilet, most residents don’t think much about water treatment – and we’re okay with that! It’s our job to ensure water and wastewater services are safe, reliable, efficient, and convenient. Springfield City Utilities is responsible for treating and cleaning our community’s water before it’s delivered for drinking, cooking, bathing, and other everyday uses. The City’s Environmental Services Department is responsible for cleaning the water that has been used by the community before it is released back into our waterways.
Water discharged from our treatment plants meets all quality standards set by the Federal Environmental Protection Agency and the Missouri Department of Natural Resources. The City’s award-winning wastewater treatment facilities meet or exceed all requirements for the State of Missouri. The City of Springfield recognizes the vital importance of water resources to economic vitality, sustainability, and viability. This plan ensures our water quality and treatment system will continue to meet the highest standards.

There are fees, however, associated with hosting an event, depending on the nature of the event. Examples include additional permits and licenses required, such as tent permits, City business licenses, catering/picnic liquor licenses. Events requiring extra duty police officers also incur charges and additional worker’s compensation coverage. Events taking place in Parks and the Springfield Expo Center grassy lot, require rental fees and contract agreements.
